HSI Report Logs 48.4 Million Records From DAS Heather Honey and Weighs Undercover Agents Against Voter-Registration Groups

A Homeland Security Investigations election-integrity report dated 06/01/2026, headed Countering Transnational Organized Crime, records: “48.4 million records were obtained by DAS Heather Honey through independent sources of information.” From a Justice Department dataset: “50.6 million records ingested; processing underway.” It reports “Prioritizing 26,563 USCIS-derived records for downstream vetting” and “Leads Disseminated: 1,586 to 24 HSI field offices.” It adds: “Datasets are currently with iLab for secondary enrichment and identification of high-value targets.”

On undercover work the report states: “The objective is to determine potential opportunities to leverage UC resources, including the possible deployment of undercover agents (UCAs), to support investigative efforts in the field.” Organizations in New Jersey and Pennsylvania remain its areas of focus. “Future UC-related operations may involve utilizing UCAs to target identified organizations and engage in communications with these entities to substantiate recruitment methods and activities related to illegal alien voter registration.” If an organization is found recruiting, “UC assets may be used to gather evidence, disrupt activities, and trace financial backing and support structures.”

Its nonprofit review lists 82 Pennsylvania NGOs reviewed, with CAIR Pennsylvania and Zumiez flagged for further investigation. Research on 20 out of 56 funds linked to Amalgamated Foundation found “No suspicious financial activities or derogatory information.” For approximately 41 New Jersey NGOs: “No derogatory information was found on any of the” NGOs checked. 26 organizations flagged via Tip Line were under review. The words “no voter fraud determined” attach to a visa-sponsorship review of one company, Acclaim Systems Testing, not to the 82 Pennsylvania NGOs. HSI was also monitoring states with June elections for “notable trends or vulnerabilities in upholding election integrity.”
