HSI's May 25 Weekly Report: 418 Voter-Fraud Cases Initiated, 318 Not Referred for Prosecution, 26,235 USCIS-Derived Records and 1,586 Leads Sent to 24 Field Offices
What the documents say
Two pages of the first interim production carry the May 25, 2026 HSI election-integrity weekly report’s numbers. Bates 125 is an internal HSI email chain (Wednesday, May 27, 2026, 11:17 AM, forwarding “For D/EAD reference … reviewed/cleared by ADH,” over a May 26 message “See attached for D/EAD reference”) whose body summarises what changed against the previous week’s report. Sender and recipient names are redacted. Bates 057 is a page of the report itself, headed “Strategic Lines of Effort.”
Program totals, per the email. “Voter fraud cases initiated increased from 411 to 418, and cases not referred for prosecution rose from 314 to 318 … Administrative arrests rose from 56 to 64.” The email’s table labels the earlier column 05/18/2026; the Bates 057 and 125 pages do not say what the 418 cases consist of beyond the label “cases initiated.” That 318 of 418 were “not referred for prosecution” is the document’s own pairing.
USCIS-derived records, per the report page. HSI was “prioritizing 26,235 USCIS-derived records for downstream vetting,” with focus on New Jersey, Michigan, Pennsylvania, Minnesota and Ohio: 2,290 records processed, 1,586 leads disseminated to 24 HSI field offices, 23,945 pending. The email gives the movement from 25,752 to 26,235 records and 23,462 to 23,945 pending.
Datasets. The same page lists a DOJ dataset intake (“50.6 million records ingested; processing underway”) and a DHS dataset intake (“48.4 million records were obtained by DAS Heather Honey through independent sources of information”). The June 1 report repeats the 48.4 million line; see 2026-06-01–hsi-election-integrity-report-honey-48-million-records-undercover-voter-groups. Do not add the two intakes together; the documents do not say whether they overlap.
iLab and ELITE. The email says iLab’s processing focuses on DOJ voting rolls and USCIS data, with criminal histories currently excluded, and that coordination continues on ingesting processed voter-roll data into the ELITE enforcement system. The production does not say what iLab is.
Direction. The email says the report “emphasizes a network-based investigative approach, prioritizing organization and facilitation analysis over individual leads, now stated as a strategic direction.”
Not established
- What a “case initiated” or a “lead” is in HSI’s counting, and how many of the 1,586 leads became cases.
- The report’s sections on operational metrics and the nonprofit and NGO review are redacted under (b)(7)(E) (Bates 056).
- The report date appears in the email’s wording; the Bates 057 page itself carries no date.
