CA AG Bonta Releases Fifth ICE Detention Report: Six Deaths, 162% Population Surge, 'Cruel and Inhumane'

California Attorney General Rob Bonta released his fifth consecutive report on conditions at ICE detention facilities in California on May 15, 2026, finding conditions “cruel, inhumane, and unacceptable.” The report documents six detainee deaths between September 2025 and March 2026 — the highest death toll since California’s detention inspections began in 2017 — against a backdrop of a 162% surge in the detainee population, which grew from 2,303 in 2023 to 6,028 at the time of inspection. All seven active California facilities were inspected; an eighth facility (Central Valley Annex) began operations in April 2026.
