CBP Refund Portal Validates 47,000 IEEPA Tariff Claims as Treasury Begins Returning Estimated $166B in Unlawful Duties
U.S. Customs and Border Protection’s Consolidated Administration and Processing of Entries (CAPE) refund portal, launched April 20 following the Supreme Court’s February 20, 2026 ruling in Learning Resources, Inc. v.
