DHS Files Roxbury, NJ Warehouse Environmental Record Invoking Categorical Exclusions

DHS put a Record of Environmental Consideration for the Roxbury warehouse into the New Jersey court record as Exhibit 1 to its opposition to the state’s injunction motion. The document states that the action “is categorically excluded under current DHS CATEX E2*,D1,C1”.

The record’s digital signatures are dated 02/06/2026 for the preparer and the approver, and 02/24/2026 for the action proponent (signature dates). Those fall before New Jersey filed its complaint (see 2026-03-20–nj-roxbury-sue-ice-dhs-detention-warehouse), so this record was not produced in reaction to the lawsuit, unlike the Romulus, MI record.

Why it matters. Corpus work had placed Roxbury among sites where no categorical-exclusion document exists, based on the state’s complaint. Roxbury belongs with Williamsport and Romulus as a site where DHS invoked the exclusion stack.

Not established. The exhibit carries no form number that was read. No ruling on this record was read.
