Bradford County FL Commissioners Table Sabot/Sheriff Smith ICE Detention Lease as Sabot/IGSA Model Fails First Public Test
On April 16, 2026, the Bradford County (Florida) Board of County Commissioners voted to table Sheriff Gordon Smith’s proposed lease of the Douglas Building to ICE for use as a 3,000-detainee immigration detention facility, with Sabot Consulting (co-founder Darren Chiappinelli presenting) operating as the contracting intermediary under a sheriff-fronted Intergovernmental Service Agreement (IGSA) model. Forty residents spoke against the proposal. Zero spoke in favor. Four of five commissioners cited the rushed agenda — lease and operating requirements were added only 24 hours before the meeting — as grounds for postponement. Sabot had told the sheriff it would not proceed unless the lease was signed over to the sheriff’s department; the commission refused. The proposal is tabled, not dead.
This is the first public failure of the Sabot/IGSA detention-procurement model documented in 2026-04-07–blueprint-bradford-county-ice-detention-pitch — the architecture explicitly designed to make ICE warehouse buildouts legally bulletproof by routing the lease through county sheriffs (federal authority via 287(g)) while the county retained ownership of the underlying land. The Bradford failure point is precisely the mechanism Sabot’s pitch deck identified as the operational backbone: when the county commission refuses to transfer the lease to the sheriff, the sheriff cannot sign for ICE, and Sabot cannot proceed without sheriff control.
