An HSI criminal analyst in Victoria, Texas wrote to the Texas Secretary of State’s Elections Division on April 7, 2026, citing “ongoing investigations within HSI Victoria, TX, Corpus Christi, TX, and surrounding areas,” and asked how to obtain voter registration dates and methods and elections voted in. Her questions included whether to contact each county clerk or the Secretary of State, and: “Would an administrative subpoena suffice?”

The Secretary of State’s General Counsel, Adam Bitter, replied that he would follow up by phone. On April 10, 2026 the analyst answered that the information was no longer needed from the state: “we were able to obtain what was needed so far via the individual county registrars.”

The emails do not say which counties or how many voters. The next documented county-level handover in the same HSI area is 2026-05-13–webb-county-tx-gives-hsi-laredo-agent-voter-records-for-seven-named-individuals (consistent with, not shown to be the same inquiry).
