ICE Posts Notice of Intent to Sole Source a CoreCivic Contract for the Torrance and Cibola Detention Facilities on SAM.gov

ICE posted a Notice of Intent to Sole Source on SAM.gov on March 10, 2026, saying it intends to award a sole source contract to CoreCivic for detention and transportation services at the Cibola and Torrance facilities in New Mexico. It is a notice of intent, not an award; the award came later (see 2026-04-30–ice-corecivic-task-orders-torrance-cibola-usmarshals-under-idiq-70cdcr26d00000029).

What the notice says

• The notice describes a capacity of up to 1,955 beds across the two facilities, and a contract for two years.
• The stated basis is the only-one-responsible-source exception (cited in the notice as an RFO subpart). The only reason given is that CoreCivic is the sole operator of the two facilities that meets ICE requirements in the timeframe. That is a statement about who runs the buildings, not a capability test; CoreCivic also owns both facilities (see 2026-05-01–corecivic-direct-federal-contract-torrance-cibola-bypasses-nm-hb9).
• Interested parties had until March 13, 2026 to respond by email.
• The standards named are the ICE 2025 National Detention Standards plus ACA and NCCHC standards. The notice contains no past-performance or safety-record review language.

Note on the term

The notice says two years. The IDIQ later signed has a one-year period of performance in the USAspending record.
