USAspending lists delivery order 70CDCR26FR0000043, awarded to GardaWorld Federal Services LLC under Navy contract N0002325D0032, at $313,357,612.46 obligated, with a potential value (base and all options) of $704,091,073. The award description reads: “THIS TASK ORDER IS TO PROCURE THE RENOVATION OF EXISTING, ICE-OWNED PERMANENT STRUCTURE IN SUPRISE, AZ TO SERVE AS A PROCESSING AND DETENTION FACILITY AND PROVIDE ALL NECESSARY WRAPAROUND SERVICES FOR OPERATION OF THE FACILITY.” Tucson Sentinel reported that ICE awarded the contract on March 6, giving the figure as $313.4 million.

The order is coded “FULL AND OPEN COMPETITION” and “SUBJECT TO MULTIPLE AWARD FAIR OPPORTUNITY”, with 6 offers received. Arizona’s Democratic House members Grijalva, Stanton and Ansari, in a letter reported by Tucson Sentinel, said the contract was awarded through a Defense Department procurement “bypassing a normal bidding process that would have ensured community buy-in and necessary due diligence.”

Reported capacity differs by source. The representatives’ letter, as reported by Tucson Sentinel, referred to a space that could hold up to 1,500 people. KJZZ reported that on March 31 the Surprise mayor said the facility had been scaled back to hold around 550, from earlier DHS reports of a 1,500-bed processing site; Latin Times reported that local officials say federal authorities are considering roughly 542 beds. Human Rights Watch reported the facility is expected to open by September 2026. Tucson.com reported that ICE purchased the warehouse in January for $70 million.
