The charter, quoted directly by TIME, sets standard membership at a three-year rotating term at no cost, but grants permanent membership to any state contributing more than $1 billion in cash to the Board’s fund within the charter’s first year. Trump is named inaugural chairman with, per JNS’s charter analysis, “sole authority to invite new members and appoint his own successor,” plus “absolute veto power” over all strategic board decisions — a governance structure with no term limit or external check documented in press reporting. The founding Executive Board comprises Trump (chair), Secretary of State Marco Rubio, senior adviser Jared Kushner, Special Envoy Steve Witkoff, former UK PM Tony Blair, Apollo Global Management CEO Marc Rowan, World Bank President Ajay Banga, and deputy national security adviser Robert Gabriel. More than 60 nations were invited; 35 had accepted as of the announcement.
