ICE Agent Kills Legal Observer Renee Nicole Good During Minneapolis Raid
ICE agent Jonathan Ross shoots and kills Renee Nicole Good, 37, during Operation Metro Surge immigration enforcement action in Minneapolis. Good, a substitute teacher and poet who graduated from Old Dominion University in 2020, was present as a legal observer—exercising constitutionally protected First Amendment rights to document government enforcement actions. She had dropped her 6-year-old son at school that morning before heading to observe the operation.
Good was in the driver’s seat of her Honda Pilot on a residential street when an ICE agent approached. Cellphone video recorded by the shooting agent himself (first posted by Alpha News on January 9 and confirmed authentic by DHS), together with bystander footage, shows Good turning her steering wheel to the right—away from the agent—in the moments before shots were fired. Reporting at the time identified no body-worn-camera footage from the agent; court filings reported in October 2026 say federal authorities later gave Minnesota investigators body-worn-camera video from the three Metro Surge shootings.
Her last words to the agent, spoken calmly through her open window: “That’s fine, dude … I’m not mad at you.”
Ross joined ICE in 2015 and works in fugitive operations in the Minneapolis area. Before joining ICE, he served in Iraq with the Indiana National Guard, then became a U.S. Border Patrol agent in 2007. He fired at least three shots, killing Good.
The shooting occurred under the national ICE operations command of Greg Bovino, who had been promoted from El Centro Border Patrol Sector chief to commanding national ICE operations in fall 2025. Bovino’s units had documented patterns of excessive force—a 3.6:1 ratio of force incidents to assaults faced, compared to 2:1 for Border Patrol overall, according to POGO investigation.
The White House claimed the officer was “defending himself” because Good had “weaponized” her SUV. Homeland Security Secretary Kristi Noem called it “an act of domestic terrorism.” Minneapolis Mayor Jacob Frey called this narrative “garbage.” Video evidence contradicted the administration’s claims—showing Good turning away from the agent.
Her wife Becca Good described Renee as “made of sunshine.” Her mother Donna Ganger called her “an amazing human being.” Becca Good’s statement: “Renee leaves behind three extraordinary children; the youngest is just six years old and already lost his father.”
Hennepin County Attorney Mary Moriarty stated: “I can say that the ICE officer does not have complete immunity here.”
The killing of an unarmed U.S. citizen engaged in legal observation activity represented a dramatic escalation of federal immigration enforcement’s impact on American civilians exercising constitutional rights.
