On December 26, 2025, China’s Ministry of Foreign Affairs issued Decree No. 19 under the Law of the People’s Republic of China on Countering Foreign Sanctions (Articles 3, 4, 5, 6, 9, and 15), sanctioning 20 U.S. defense companies and 10 individual executives in response to the Trump administration’s December 17, 2025 approval of an $11.1 billion Taiwan arms package — the largest in U.S.-Taiwan arms-sale history. Among the 20 companies: Epirus, Inc., co-founded and co-led by 8VC managing partner Joe Lonsdale. Among the 10 individuals: Palmer Luckey, founder of Anduril Industries.

This was the second round of PRC sanctions to hit 8VC-network entities in 12 months. In the prior round (December 27, 2024), China had sanctioned Saronic Technologies, Inc., a 2022-founded autonomous-maritime-vessel company in which 8VC holds a cap-table position alongside a16z.

8VC’s managing partner Joe Lonsdale immediately framed the two rounds as a unified portfolio pattern via X on December 26, 2025: “Today, two more @8VC companies — @epirus and @anduriltech’s founder @PalmerLuckey — joined @Saronic in being sanctioned by the CCP. 🚀💪🇺🇸 Not many startups make a list meant for legacy primes.”


What Was Sanctioned and When

December 26, 2025 — Epirus, Inc. (company) + Palmer Luckey (individual)

Legal basis: Law of the People’s Republic of China on Countering Foreign Sanctions, Articles 3, 4, 5, 6, 9, and 15. MFA Decree No. 19.

Trigger: State Department approval on December 17, 2025 of an $11.1 billion Taiwan arms package including 82 HIMARS, 60 self-propelled howitzers, Javelin anti-tank missiles, tactical mission software, and Harpoon refurbishment kits.

Epirus, Inc. — sanctioned company:

  • Founded: 2018 (Torrance, California); co-founded by Joe Lonsdale along with Bo Marr, Max Mednik, Nathan Mintz, Grant Verstandig, and John Tenet
  • Primary product: Leonidas — high-power microwave (HPM) directed-energy system for counter-UAS warfare; capable of disabling drone swarms

  • Epirus: 8VC co-lead investor + Lonsdale co-founder. Directed-energy counter-drone systems = critical Taiwan active defense.

Lonsdale’s own public framing names these three as an 8VC portfolio cluster. The PRC’s selection of these entities — across two separate sanction rounds — provides what the RAMM calls “foreign-adversary identification” of the portfolio’s strategic concentration. Note: the CCP does not describe its selection process as portfolio-intelligence; the portfolio-concentration read is RAMM analytical synthesis layered on documented fact.

Startups on a Primes List

The December 2025 round is strategically notable because it includes Epirus alongside Boeing, Northrop, and L3Harris. Prior China sanction rounds against Taiwan arms suppliers targeted primarily large legacy primes. The 2025 round’s inclusion of smaller innovative companies (Epirus, Dedrone, Teal Drones, ReconCraft, Rhombus Power) signals PRC recognition that asymmetric and autonomous weapons systems from venture-backed startups — not just traditional major defense contractors — are becoming operationally decisive for Taiwan’s defense.

Gulf-LP Convergence Point

The Anduril cap table is the convergence point across three identified networks: Founders Fund (led Series G), a16z (American Dynamism fund), and 8VC — all of which also have documented or suspected Gulf sovereign LP bases (Sanabil/PIF confirmed in a16z and Founders Fund; Mubadala/UAE position in 8VC not yet primary-source-confirmed). The CCP’s Palmer Luckey individual sanction — the most prominent individual across the 20-company round — points at the Anduril node directly.


Prior Context

The December 2024 Saronic sanction did not dampen investor appetite: Saronic closed its $600M Series C at a $4B valuation in February 2025, just two months after the sanction.
