The Wall Street Journal reported (relayed Nov 29, 2025; the WSJ page itself could not be fetched, so the original date and text are unread) that Kirill Dmitriev, the Russian Direct Investment Fund chief the WSJ calls Putin’s handpicked negotiator, pushed a plan under which U.S. companies could tap about $300 billion of Russian central-bank assets frozen in Europe, partner on Arctic mineral extraction, and pursue a joint Mars mission with SpaceX. The reporting concerns talks with Steve Witkoff and Jared Kushner in Miami.

Date correction

A 2026-10-14 Substack post (Andreasen) cites this as current reporting. The WSJ story relayed here dates to late November 2025, about 10.5 months earlier. It is background to the Oct 2026 talks, not new.

What was reported

  • The pitch. Three elements, all as WSJ is quoted by Mediaite (claims c1-c3): frozen-asset investment vehicles, Arctic minerals, a joint Mars mission with SpaceX.
  • The setting. Reuters (Nov 22, 2025) places a Witkoff-Kushner-Dmitriev meeting in Miami at the end of October 2025, producing a 28-point plan per two sources (c5). Dmitriev and RDIF were sanctioned in 2022; a special waiver allowed entry (c6). Reuters did not say whether Russian demands were incorporated.
  • Dmitriev’s own pattern. He announced on Mar 18, 2025 that he expected talks with Musk about Mars (Moscow Times; see 2025-03-18–russia-will-undoubtedly-discuss-future-mars-flights-with-mus). Bloomberg (Feb 27, 2025) reported a Dmitriev video of a joint US-Saudi Mars mission using a rocket resembling a SpaceX vehicle. The SpaceX idea predates the Miami talks.

SpaceX and Musk

Nothing read shows Musk or SpaceX responded to or accepted any of this. The Moscow Times (Mar 18, 2025) reported Musk had not commented on the earlier Mars remarks. The WSJ relay quotes only Dmitriev’s side. Absence of a response in these sources is not a finding that none exists; no Musk statement was located in a targeted search.

Ukraine’s foreign-intelligence chief said in May 2025 (Kyiv Independent) that Dmitriev’s “main task is to get Russia’s frozen assets out” at about $280B. That is one official’s characterization and is not evidence of purpose. Frozen assets were also the subject of EU reparation-loan debate.

Not claimed

No motive, coordination or personal-benefit claim is made. Pitching is not agreement. The Lukoil asset-sale thread is a separate channel: see 2026-10-03–nyt-reports-us-russia-ukraine-talks-expanded-to-lukoil-foreign-assets-sale-boehly-led-bid-two-unnamed-middle-eastern-groups. For the Starlink/Starshield question see starshield-control-authority-ukraine-what-the-record-shows-2026-10-15; nothing links this pitch to the Oct 2026 speed limit.

Research Gaps

  • Read the WSJ original (byline per Mediaite: Hinshaw, Faucon, Ballhaus, Grove, Parkinson) for exact date and wording, esp. whether SpaceX comment was sought.
  • RDIF/Kremlin primary statements and Dmitriev’s X posts were not retrieved (X blocked to fetch tool); locate the Feb 2025 video post.
  • Whether a Musk/SpaceX response exists after Nov 2025.
