USDA Memo Says SNAP Contingency Funds Are "Not Legally Available" to Cover Regular November Benefits
USDA issued a memo stating that “Contingency funds are not legally available to cover regular benefits.” Its reasoning: “The contingency fund is not available to support FY 2026 regular benefits, because the appropriation for regular benefits no longer exists.” The memo is a court exhibit; the D.R.I. court dated the memo to the same day as a separate memo suspending all November allotments.
