University of Virginia Signs Justice Department Agreement: Investigations Held in Abeyance Through 2028, President Certifies Quarterly Under Penalty of Perjury, No Payment Term

The University of Virginia and the United States Department of Justice, with the Department of Health and Human Services also a signatory, signed a standstill agreement. Dates. The Justice Department announced the settlement on a Wednesday, the entry date. The agreement’s own effective date is set by “execution by all the Parties”; no execution date is legible on the posted signature page, so no signature date is stated here.

What the text says. The Investigations are inquiries the Justice Department opened on April 11, April 18, April 28, May 2, May 22, June 16, and June 17, 2025, and the Assistant Attorney General suspended them on June 26, 2025. During the agreement the United States agrees to “hold in abeyance the Investigations.” The agreement runs to December 31, 2028.

Reporting and enforcement. The UVA president “will report to the Assistant Attorney General each quarter” and “shall certify under penalty of perjury” each quarterly report. If “the United States in its sole discretion determines that UVA is making insufficient progress,” the United States notifies UVA and allows 15 days; after that it may terminate the agreement and resume the held investigations. Enforcement actions go to the “Western District of Virginia.” The text creates no monitor, administrator or board committee, and contains no payment term and no admissions-data delivery term.

Admission and academic content. The agreement “is not an admission in whole or in part by either party,” and “UVA expressly denies liability.” It also says the United States “does not aim to dictate the content of academic speech or curricula.”
