Brown Signs Federal Resolution Agreement: $50,000,000 to State Workforce Organizations Over a Decade, Admissions Data to the United States
Brown University and the United States signed a resolution agreement closing Education Department, Health and Human Services and Justice Department inquiries. Dates. July 30, 2025 is the date on the White House fact sheet. The signature line of the scanned agreement reads Day of July, 2025, after an ordinal that OCR reads as 30. The effective date is defined by execution by all parties, and no separate effective date was read.
Payment. Brown agrees to pay $50,000,000 to state workforce development organizations over the ten years following the Effective Date; the White House fact sheet describes the same payment as $50 million. The text read contains no payment from Brown to the United States.
Federal side. Terminated HHS grants “are hereby restored by the United States,” and the United States agrees to close the pending HHS, Education and Justice inquiries that the agreement names.
Data and oversight. Brown provides admissions data “broken down by race, color, grade point average, and performance on standardized tests” each year, and the data “subjected to a comprehensive audit by the United States.” Brown also provides “a confidential electronic sortable spreadsheet” of national-origin and shared-ancestry complaints to both civil rights offices. The text creates no named monitor or administrator: “either OCR may visit Brown, interview staff, and request such additional reports or data.” The White House fact sheet says “The agreement establishes a three-year monitoring period”; the text’s own term is “three (3) years to the day” from the Effective Date.
Admission and breach. The agreement says it “is not an admission in whole or in part” and that “Brown expressly denies liability.” A party alleging a violation gives written notice and “a reasonable opportunity to cure the alleged violation.” The numbered paragraphs in the OCR text skip from the admissions-data paragraph to the dispute paragraph; whether a paragraph was dropped in the scan was not settled.
