The Economy Act agreement between ICE and the Bureau of Prisons that the Associated Press obtained is signed 02/06/2025 (signature date).. The signed text says the facilities designated to accept ICE detainees at the time are FDC Miami, FDC Atlanta, FCI Leavenworth, and FDC Philadelphia; a fifth, FCI Berlin, is listed as not yet available. MDC Brooklyn is not named in this document. The agreement lets the BOP add institutions by mutual agreement and requires a modification to place detainees at any other facility, so the Brooklyn arrangement rests on a later document we have not seen.

The term is six (6) months from signature, extendable once by up to six months. ICE reimburses the BOP for the full costs and expenses of each detainee housed, at a per-day rate, plus overtime, travel for temporary staff, and facility changes made to hold the ICE population.
