HHS Issues First Two SHARE BPA Task Orders to Palantir — $10.4M Combined for Enterprise Licenses and CARES Data Integration
Five days after announcing the five-year, $90 million HHS SHARE BPA with Palantir Technologies, the HHS Program Support Center issued the first two task orders under the agreement — combined value $10.4 million.
Task order 75P00122F37001 ($7,807,741, 11-month period) covered Palantir Foundry enterprise licenses for HHS sub-agencies. Task order 75P00122F37002 ($2,581,421, 11-month period) covered HHS CARES Act lanes and outcome data integration support — reporting infrastructure for HHS’s pandemic-response financial assistance programs.
Both task orders were issued by the Office of the Assistant Secretary for Administration (ASA) Program Support Center Acquisition Management Services, and both received only a single bidder — the structural non-competition pattern that would continue through subsequent SHARE task orders (2024-09-20–palantir-acf-ucbc-12m-share-bpa-task-order, 2025-08-04–palantir-iccm-19m-share-bpa-task-order).
These two initial task orders established the operational pattern: ASA-awarded, Foundry-based, sole-bidder, funding Palantir’s cross-agency platform footprint rather than any specific agency’s use case. The enterprise-license task order in particular made Foundry a department-wide fixture rather than a CDC-only or NIH-only tool — the architectural prerequisite for the later Clark Minor-era expansion to all HHS sub-agencies.
