Per Exhibit EFTA02273951 from the 2025 House Oversight Epstein document production, Jeffrey Epstein’s January 2019 guest list at Little Saint James (the U.S. Virgin Islands island) included a structurally remarkable convergence:

- Jabor Yousef Jassim Al Thani — member of Qatar’s ruling Al Thani family
- Steve Bannon — former Trump chief strategist, documented coordinating with Epstein on Gulf principals
- Nicole Junkermann — German-British investor with documented Trump-network and surveillance-tech exposure
- Eduardo Teodorani — additional principal whose role merits further documentation
This single guest list, five months before Epstein’s July 6, 2019 arrest, materially anchors the Epstein-Qatar-UAE-Bannon axis as a single operational network. The convergence is structurally distinctive because Qatar and the UAE were at that moment in active blockade-and-counterblockade hostility (2017-06-05–saudi-uae-launch-qatar-blockade-kushner-backs) — yet at Epstein’s island, Qatari and Emirati ruling-family principals were sharing space alongside Bannon. The Epstein channel was operating above the Saudi-UAE-Qatar geopolitical fracture, treating both sides as cultivable principals.
Per the Abramson-thesis arc framework (epstein-kushner-gulf-sovereign-18-year-arc-abramson-thesis), the January 2019 guest list is the single most concentrated documentary evidence of Phase 1 cross-sovereign convergence. It establishes that Epstein’s Gulf-cultivation work was not Saudi-only or UAE-only, but operated across the full Gulf-sovereign principal network including Qatar — and that the network was active and cohesive five months before his arrest interrupted it.
The structural payoff for the arc framework: when QIA-backed Brookfield reverses position to bail out 666 Fifth Avenue in August 2018 (2018-08-03–kushner-qatar-brookfield-bailout), the Qatari principal at Epstein’s island five months later (Jabor Al Thani) is a member of the same family that controls QIA.
