Kathryn Ruemmler Sends Epstein 2:20 AM Photo of Nader with MBS — Intelligence-Sharing Tempo Documented (EFTA02618825)

Per Exhibit EFTA02618825 from the 2025 House Oversight Epstein document production, on October 17, 2018, attorney Kathryn Ruemmler — former White House Counsel under President Obama, then a partner at Latham & Watkins, later Goldman Sachs General Counsel — sent Jeffrey Epstein a photograph of George Nader with Crown Prince Mohammed bin Salman at 2:20 AM.

The exhibit is structurally significant for the Phase 1-3 overlap thesis (epstein-kushner-gulf-sovereign-18-year-arc-abramson-thesis) on multiple grounds:

1. Intelligence-sharing tempo, not casual forwarding. A 2:20 AM photo transmission to a financial-intelligence broker is not the communication pattern of a personal acquaintance forwarding an interesting picture. The timing is consistent with the operational tempo of intelligence-cycle distribution — share-as-it-arrives rather than share-when-convenient. The exhibit documents that Ruemmler was operating at intelligence-distribution tempo with Epstein on Gulf-principal matters.

2. The photo subject (Nader with MBS) is the operational core. The two principals captured in the photograph are the structural backbone of the UAE-Saudi-Trump-channel architecture — Nader as the documented primary UAE-Saudi conduit (nader-george), MBS as the operational Saudi principal whom Kushner had developed personal rapport with by this point (2017-11-01–kushner-shares-classified-intel-leading-to-saudi-a). The photograph is a relationship-status update on the operational network.

3. Ruemmler-as-cross-network liaison. Ruemmler’s role is among the most structurally distinctive in the Epstein documentary record. As former White House Counsel, partner at Latham & Watkins (Epstein’s primary law firm during the cultivation period), and subsequent Goldman Sachs General Counsel, Ruemmler occupied seats at the intersection of executive-branch legal infrastructure, Epstein’s personal legal infrastructure, and major-bank counterparty infrastructure. The October 2018 photo transmission documents that Ruemmler was active in the Gulf-coordination network at the same intelligence-sharing tempo as Bannon (2018-03-01–sulayem-bannon-barak-epstein-71st-street-meeting) and Epstein himself.

The October 2018 timing is also significant: the photo arrives two weeks after the Khashoggi assassination (October 2, 2018), during the period when Kushner was advising MBS on weathering the international response, and ten weeks after the QIA-Brookfield 666 Fifth bailout closed (August 3, 2018).
