Sulayem Visits Epstein's 71st Street Residence with Bannon and Barak — Phase 1 Channel Continues Active During Phase 3 Capital Operationalization (EFTA00856066)

In March 2018 — per Exhibit EFTA00856066 from the 2025 House Oversight Epstein document production — Sultan Ahmed bin Sulayem (DP World chairman, the documented primary UAE conduit per 2010-01-01–epstein-dp-world-geopolitical-consultant-role-begins) was invited to Jeffrey Epstein’s 71st Street Manhattan residence alongside Steve Bannon and former Israeli Prime Minister Ehud Barak.

The meeting is structurally significant because it documents that Phase 1 Epstein-Gulf cultivation continued active during Phase 3 capital operationalization. The conventional narrative treats Epstein’s Gulf-broker role as ending with his July 2019 arrest. EFTA00856066 establishes that 17 months before the arrest — and during the period when the Kushner-MBS-MBZ Phase 2 transfer was already operational — Epstein was still hosting the principal UAE conduit at his Manhattan residence alongside the architect of Trump-era nationalist coordination (Bannon) and a former Israeli PM with Mossad-linkage exposure (Barak).
