On June 5, 2017, Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt announced a comprehensive economic and diplomatic blockade of Qatar — closing land borders, suspending air links, and demanding Qatar accept 13 ultimatums including shutting Al Jazeera. The blockade lasted until January 2021. Within hours of the announcement, President Donald Trump publicly tweeted support for the blockade, and Jared Kushner — operating from his Senior Adviser role — backed the blockade through the National Security Council process against the explicit advice of Secretary of State Rex Tillerson, Secretary of Defense James Mattis, and the career State Department.

Whether the sequence reflects active coercion (Abramson’s strong-form reading), structural-policy-misalignment-with-Cabinet (the institutionalist reading), or coincidence (the most generous reading), the structural fact is that a Senior Adviser to the President with personal-family-financial-interest exposure to Qatar drove U.S. foreign policy against Qatar in a way that the Cabinet opposed, and 14 months later Qatar reversed its position via the bailout that resolved the family-financial-interest exposure.
