U.S. Customs and Border Protection agents detained two teenage employees at a Target store in Richfield, Minnesota around 2:00 PM. Jonathan Aguilar Garcia and Christian Miranda Romano, both U.S. citizens, were approached by agents outside the store and asked if they were citizens. When the workers didn't answer and tried to enter the store, agents tackled them to the ground inside the store entrance and handcuffed them.

Video of the incident showed agents pinning the teenagers to the ground. One had a passport on him. Rep. Michael Howard confirmed both were U.S. citizens who sustained injuries and were later released, stating: "Both are U.S. Citizens, clearly targeted because of the color of their skin."

The incident exemplified concerns about racial profiling during Operation Metro Surge, with community members and elected officials arguing that ICE and CBP agents were targeting people based on appearance rather than any lawful basis for detention.
